Afghan paper views local forces' capacity in security transferred areas

Yesterday at a press conference, Mr Mashal, Afghanistan's National Department of Security [NDS] spokesman said that the capabilities of Afghanistan's security forces have improved in the seven areas where the transition of responsibility has taken place, and these forces have made good achievements in recent days. According to Mr Mashal, Afghan security forces have obtained adequate and appropriate capabilities sufficient for those provinces. For example, Mr Mashal said: "The enemies of Afghanistan had been preparing near Kabul airport to target passenger planes and for this purpose they had moved enough weapons and ammunition near Kabul airport to attack the airport." Kabul, Herat and Laghman are among the provinces that have the highest level of security threats. Although in Kabul city the security is unofficially provided by Afghan forces, the official transition ceremony for this city has not yet taken place. According to Mr Mashal, the spokesperson for the National Department of Security, a group of suicide bombers have been arrested, who had received training in Waziristan, Pakistan, and had come to Kabul to carry out suicide attacks on the security transition days. Mr Mashal called the Haqqani Network as the worst terrorist network since they have access to suicide attackers. This network has close relations with Pakistani terror networks. His statement did not clarify what role is played by ISI [Pakistan's Inter-Services intelligence] in the close relations of this group with Pakistani terror networks and whether this network has established ties with Pakistani terror networks independently or with the mediation of ISI. In addition, what is the relationship of the Haqqani Network with the Taleban and what relations do they have with each other[?] The fact is that all these groups like; Jaish-e Mohammed, Lashkar-i-Toiba, Harakat-ul-Ansar and.... [ellipses as published] have been created by ISI and is led and directed by them. The spokesperson for the National Department of Security has said Serajoddin Haqqani has easy access to these suicide attackers, but did not clarify why the others don't have the same access. Mr Mashal has said that foreign intelligence agencies and as well as other terrorist groups have their own specific involvement in attacks on Kabul city. The National Department of Security says that information has been obtained regarding the perpetrators of the assassinations of Ahmad Wali Karzai, brother of the Afghan president, and Jaan Mohammad Khan, Mr Karzai's advisor, and also the attack on Intercontinental [Hotel in Kabul], which are not yet complete. We cannot share all the information now, since the investigation process is not completed and few person are close to getting arrested [Mr Mashal added]. The spokesperson for National Department of Security said that all of the eight suicide attackers at the Intercontinental Hotel were guided from [Pakistan's] Miramshah.
